This question gives rise to a reflection on the economics of institutions, polycentrism, and the future trajectories of research. We discussed these issues with Massimiliano Vatiero, Editor-in-Chief of JEOD – Journal of Entrepreneurial and Organisational Diversity, the scientific journal published by EURICSE, accredited by ANVUR and indexed in Scopus. In this article, he outlines his vision for the future of the Journal, an approach inspired by the scientific legacy of Carlo Borzaga and aimed at restoring the centrality of analyses dedicated to institutional and organisational diversity. Here are the main points that emerged from our conversation…

Massimiliano Vatiero’s scientific and academic career has its roots in institutional economics and the constant dialogue between law and economics. His research journey has also been shaped by his encounter with Carlo Borzaga, one of the most authoritative scholars of cooperation and social economics, as well as the founder of EURICSE and the journal JEOD. ‘Borzaga was not formally my supervisor’ says Vatiero, ‘but we got to know each other, read each other’s work and respect each other. Furthermore, the intellectual climate he helped to create in Trento played a decisive role when, in 2018, I chose to return to Italy from the University of Italian Switzerland. Here I found an environment attentive to the issues that interested me and a fruitful dialogue between economists, lawyers and sociologists’. For Vatiero, institutional economics is a meeting ground between different disciplines: it is the study of the formal and informal rules that allow a community to organise itself. ‘Institutions serve to optimise the use of resources to achieve social goals that emerge from public debate. The economist’s task is to ensure that resources are not wasted, a particularly important value in a world of scarcity of natural resources and beyond, and to understand how to intervene to enable their more efficient use’.

‘There’s not a single optimal institutional arrangement that works always and everywhere: institutional diversity is a valuable resource’

This perspective has had a profound impact on the vision that Vatiero intends to impress upon the Journal of Entrepreneurial and Organisational Diversity (JEOD), of which he has been Editor-in-Chief since July 2025. ‘When I was asked to take over the management of the journal,’ he says, “I first sought to understand the founding values and mission of Prof. Borzaga. I was particularly struck by the term “diversity” in the title of the journal: an explicit reference to the diversity of organisations, institutions and forms of government.” It is no coincidence that his editorial in the latest issue of 2025 emphasises the centrality of scientific analysis of the diversity of organisational forms, institutions and governance models. ‘There’s not a single optimal institutional arrangement that works always and everywhere’ observes Vatiero. ‘Institutional and organisational structures are not costless: they inevitably involve both transaction costs and trade-offs (in economic jargon), sometimes even between ethical values, which must be carefully weighed before choosing which solution to adopt. This is precisely why the plurality and diversity of institutional and organisational solutions are a valuable advantage: they broaden the range of opportunities from which a society can consciously choose.’ This perspective echoes the polycentrism theorised by Elinor Ostrom, the first woman to win the Nobel Prize in Economics (and also a member of the journal’s scientific committee): multi-level governance systems in which different decision-making centres coordinate without contradicting each other. Polycentrism means that there is no single decision-making centre (as in forms of state planning), but neither are there exclusively anonymous, fragmented and apparently anarchic relationships from below (as in the market); rather, it consists of a harmonious configuration of local autonomy, horizontal and vertical coordination, formal and informal rules, and therefore a distributed but effective decision-making capacity.

‘Research should not be exclusively inductive, flattened by data analysis methods, nor purely deductive, closed in theoretical abstractions. Instead, abductive thinking should be valued’

To give substance to this vision, Vatiero refers to the historical experience of the Regole d’Ampezzo (whose Ciasa de Ra Regoles was particularly prominent during the inauguration of the 2026 Milan-Cortina Winter Olympics), ancient forms of community self-government based on collective ownership, shared rules and mutual control that for centuries administered local forests and resources. ‘It is a classic example of polycentric organisation: multiple levels of decision-making that integrate with each other without depending on a single command centre, but also without relying on anonymous and unregulated relationships’ he observes. ‘Similar experiences still survive today in Switzerland, in the patricianates, where communities continue to manage timber, lakes, rivers, valleys and other common resources’. Italy also has similar examples of common property management and civic uses: in Trentino, the Regole di Spinale e Manez and the Magnifica Comunità di Fiemme; the Comunaglie in Umbria; the Vicinie in Lombardy and Veneto; but also the Partecipanza Agraria di Cento (Emilia-Romagna), an example of collective land management with different purposes than in Alpine contexts but based on similar community principles. ‘’These are particularly valuable institutions and examples that still inspire us today, as the limitations of both the market and public centralisation in the management of natural resources, and more, become clear’. However, studying these polycentric organisations is not easy. They do not fit into “pure” categories: they produce not only economic value but also relational, territorial and environmental value. ‘We need richer theoretical tools and, above all, better micro- and macro-level data. Description alone is not sufficient: we must combine empirical evidence with conceptual rigor’.

‘Polycentrism can help mitigate the shortcomings of both markets and centralized public governance’

Looking ahead to the coming years, Vatiero envisages a more methodologically demanding journal: greater use of original and innovative databases, greater emphasis on in-depth case studies and a focus on abductive logic. ‘The aim is to make JEOD a benchmark not only in terms of values but also in terms of methodology in the landscape of social economy journals. Theory must guide empirical evidence; research questions must be relevant to our times; the narrative must be able to engage and guide the reader; theoretical predictions must be sound and the empirical methodologies robust enough to test them. And there needs to be continuous interdisciplinary and multidisciplinary discussion in order to formulate more effective recommendations to public or private decision-makers.

Another pillar of the journal is the full accessibility of its content fully open access. ‘Scientific charge knowledge must remain free and accessible. Since its inception, JEOD has made a strong choice: to disseminate studies and research free of charge that are useful not only to the scientific community, but also to those working in communities, cooperatives and public administrations. What is at stake is not only economic organisation, but the way in which democratic societies choose to govern themselves’.

At the end of the interview, a common thread emerges: the idea that institutions are living, evolving organisms, pluralistic and deeply rooted in their territories. At a time when there is a tendency to seek simple solutions and single models, the challenge is to recognise the value of complexity and diversity. ‘There are communities capable of organising themselves effectively in different ways. JEOD’s task is to describe, understand and therefore enhance this wealth in order to make it available to everyone’ concludes Massimiliano Vatiero.

Vatiero has published a monograph on the subject of the institutional economics: Vatiero, Massimiliano. 2021. A Theory of Transaction in Institutional Economics.
