This report — prepared by EURICSE within the SEED2SCALE project — contributes to a collaborative European effort to strengthen National Competence Centers for Social Innovation (NCCs) in Croatia, Greece, Italy, Romania, and Slovenia. The project aims to support the development of sustainable and mature NCCs capable of effectively fostering social innovation within their national contexts.

The document provides a structured cross-country assessment of competences and gaps across the participating centers. Using a multi-phase methodology that combines validated checklists, questionnaires, and semi-structured stakeholder interviews, it offers both systematic analysis and qualitative insight into organisational capacities. The findings serve as a strategic tool to guide capacity-building actions and inform pilot initiatives, ensuring they address identified weaknesses while building on existing strengths.

NCCs are framed into three broad ideal types — policy-driven, skills-driven, and project-driven — and analysed across six competence dimensions that describe their overall functioning.

The comparative analysis highlights different levels of maturity: some centers, such as those in France and Romania, display coherent and advanced profiles; others, including Italy, are consolidating their structures; while Slovenia and Croatia are still in the setup phase and working to stabilise their operational balance.
