With the approval of the Third Sector Code, a new season has opened in the construction of local welfare interventions. Public administrations and third-sector entities can fi nally experiment with new collaborative tools that are better suited to deal with the complex challenges of contemporary society, both in terms of planning and
the operational design of social policy services and programs.
Co-planning is the set of actions that analyze needs and identify congruent priorities and general responses. Co-planning defines and implements specific services and interventions aimed at meeting the needs identified by co-planning.

Putting so-called collaborative agendas into practice requires the acquisition of new knowledge and skills, different from those traditionally used with area plans, and confronts the various actors with unprecedented and not easily implemented challenges.
