Elderly welfare reform in the Province of Trento. From the model to the tools for its implementation

Euricse has launched, with the support of the Autonomous Province of Trento, a multi-year research project that aims to analyze in depth the recent and ongoing transformations of welfare systems, with particular attention to how they are being structured around a new model that could be defined in a first approximation as “plural welfare,” that is, a welfare system where the action of different public and private actors is seen not as one replacing the other, but as complementary.
A first area of investigation concerns the sector of services for the elderly, which has seen in particular in Trentino with the launch of Silver Space an important reform action, still in the implementation phase. In addition to the significant public resources dedicated, there is the presence of a private paying demand and a supply, guaranteed by social economy organizations, that is fairly broad, articulated and with interesting elements of innovation: a situation particularly suitable for conducting research of this kind, which also has the possibility of giving concrete and applicable indications to the actors involved.
