The Social Economy and the challenges of rural areas

16 May 2025

On the 29th of April, the 1° ESIRA Policy Event – “Breaking the Cycle of Rural Decline”, was held online and brought together researchers, policy-makers and practitioners with the aim of discussing the role of the social economy in the regeneration of rural areas in Europe. This model, if properly supported, can contribute significantly to the social and economic regeneration of rural areas, helping to address challenges such as depopulation, lack of services, economic fragility and strengthening territorial cohesion.

The event, organised within the scope of Horizon Europe ESIRA Project, also sees EURICSE actively involved in a European partnership that includes two other Italian organisations: Cooperazione Trentina and Borghiin, a network of cooperative enterprises in Abruzzo.

In her speech, Giulia Galera, senior researcher at EURICSE, highlighted the potential of the social economy in responding to the challenges of rural areas, generating added value and strengthening social cohesion. The HÉTFA Group presented an analysis on the social vulnerabilities present in these territories, while REVES underlined stressed need for stronger support policies to support the social economy. Finally, the panel moderated by Euromontana, with the involvement participation representatives of European institutions, focused on the operational strategies and future prospects of cohesion policy.

The event also emphasized how the social economy represents a strategic element in building more inclusive and resilient rural communities. However, to fully exploit its potential, it is necessary to promote more active citizen involvement, stronger integration in public policies and more effective institutional cooperation.
