Socially useful work and labour inclusion. Analysis the effects of Interventions 3.3.C and 3.3.D

This EURICSE study analyzes the effects of Interventions 3.3.C and 3.3.D of the Labour Policy Document of the XVI Legislature of the Autonomous Province of Trento, highlighting a structured and integrated system of active labour market policies. Intervention 3.3.C supports structured medium- to long-term labour market integration pathways, while 3.3.D primarily focuses on social activation through community-benefit work experiences.

The research, carried out within the framework of the 2023–2025 Programme Agreement between EURICSE and the Autonomous Province of Trento, in collaboration with the Labour Agency, is based on a three-year analysis (2022–2024) that combines quantitative and qualitative data. The comparative approach between the two measures made it possible to highlight their complementarity, strengths, and areas for improvement, with particular attention to the integration between labour and social policies, analysing activation processes, characteristics and duration of pathways, employment outcomes, and impacts on beneficiaries and local communities.

The data show that each year more than 280 vouchers are activated under 3.3.C and around 1,900 workers are involved under 3.3.D, for a total of approximately 340 projects, confirming a consolidated model of integration between labour and social interventions. The findings also highlight good continuity in employment pathways, with a significant capacity of the system to support people even beyond the end of the interventions. Alongside employment outcomes, the study identifies positive effects on well-being, quality of life, and the strengthening of professional and relational skills, with an average satisfaction level of 8.2 out of 10. Social cooperatives involved in work integration and local authorities play a central role in the design and implementation of the interventions.

However, some room for improvement remains, particularly in terms of administrative simplification, greater operational flexibility, and stronger coordination among institutional and territorial actors. From this perspective, the study emphasizes the importance of making management processes more efficient and further strengthening integration between the provincial level, employment services, and local territories. Overall, the interventions contribute to the development of more stable and inclusive employment pathways, confirming the effectiveness of an integrated model of labour market and social inclusion policies.
