PROXIMITY AND HEALTH: Towards new models of integrated social and healthcare assistance

This Report is the result of a study conducted by Euricse in collaboration with the Center for International and Intercultural Health APS (CSI-APS), Aris Training and Research, and the social cooperatives ACTL and CIPSS. Funded by the Fondazione Cassa di Risparmio di Terni e Narni, the project aims to critically analyze the current model of taking care of health needs, with a focus on the integrated social and healthcare assistance models in Italy, particularly in the Terni and Narni areas.

The project focused on integrating the social and health spheres to address inequalities and actively engage the community. This led to the development of an innovative service model and policy recommendations to improve the organization of existing services. The Report presents several chapters that address various aspects related to the organization of home-based services and social and health integration. In the first, the national regulatory framework and that of Primary Health Care policies are analysed, developing the concepts of social and health integration, proximity, and home care. Special attention was paid to the role of the Third Sector in social and health policies and the collaborative relationships between the Third Sector and public administration in the planning and design of social and health services.

The second chapter describes the local context of the territories of Terni and Narni, which emerged from the empirical research, including the regional and local regulatory framework, the key actors in the social-health system, and the state of social-health integration, with a focus on home and community-based services. The third chapter delves into the development phases and results achieved after the empirical research, focusing in particular on the development of an experimental model aimed at addressing some of the critical issues highlighted during the research. The fourth chapter discusses future perspectives that will affect the local social and health service system, while the fifth chapter offers concluding remarks, highlighting strengths, critical issues encountered and suggestions for continuous improvement of the system.
